IRC is a realtime internet communication protocol. Users with IRC clients connect to networks of servers, and talk to other users in channels or private messages. Networks and servers are controlled by opers, who typically like to gline people. Various IRC networks are a significant component of the local internet, and most of them use UnrealIRCd.
